The percentage depends on the machine family
Eligible N2, N2D and C2 resources can receive up to 20% off for a full billing month. N1, M1 and M2 have a 30% maximum. The discount increases with eligible usage; it is not a flat discount from the first hour.
Check eligibility first
Google limits these discounts to self-serve billing accounts and listed resources. Custom N2 machines are eligible. GPUs attached to N1 can qualify, whereas accelerator-optimized GPUs do not. Usage already covered by committed use discounts does not also receive sustained use discounts.
